Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of contrasting events captured the grim essence of the current period. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Considerable effort is expended on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity enabled by timely intelligence. From observation points, military aircraft that had been scrambled to intercept incoming aerial threats flew past – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and another blackout.
Persistent Threats
Soon after, a automatic firearm fired at a drone close by, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the enemy aircraft – it continued its flight toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a dependence that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new initiative from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, endure.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a assumption familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unrealistic to compel Moscow to abandon the land that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until situations evolve in its advantage.
Current Realities
Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
