English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent survey of municipal councils, English councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of playing fields and land to shore up their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils attempting to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in Kent said its asset disposal plan featured the sale of a retail complex in a local town and a social club in Rochester to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next spring to cover the growing cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of county councils this week further found local finances being strained by the growing number of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the survey revealed.
